Managing and monitoring the implementation of the Construction HSE Plan. Ensurring the HSE plan complies with the current regulatory requirements. *Liasing with Client’s H.S.E Advisor and Safety and Health Representatives, as required. Ensure project HSE pan complies with the Client requirements. *Conducting and/or co-ordinating project safety and training compliance audits. *Advising management of any item deemed to be unsafe or any breach of project requirements. *Ensuring that all accidents and/or dangerous occurrences are appropriately investigated, reported, and notified to the Project Manager for review and action. *Ensuring that information concerning safety and health in the project such as Serious Incident Reports is communicated to relevant personnel, and any matter concerning safety and health raised by employees in the project is taken up, investigated and any necessary action taken. *Assisting in providing a structured induction, training and assessment program with emphasis on safety for employees and subcontractors in project. Assisting in recommending and implementing the necessary training for the relevant personnel. *Providing HSE reports for Project meeting and reviews. *Providing feedback on emergency response requirements and exercises. *Dealing with local authorities on HSE law and regulation for project. Requirements: *Above 10 years of HSE experience in construction, above 3 years of HSE managment experience. *Good in English, it’s a must. *Possess experience in working in international engineering companies *China National Certified Safety Engineer *Very good knowledge and understanding of HSE rules, regulations and international standards *Broad understanding of the safety issues of construction industry chemical and pharmaceutical oriented. *Reasonable understanding of the safety requirements of the National and OSHAS, NOSA system. *Team worker and self - motivator. *Good personal, diplomatic, supervisory, written and presentational skills *Good at conducting accident investigations, Project HSE compliance, insurance audits, and project health surveys *Extensive technical knowledge of and experience in the industrial hygiene, and environmental compliance functions applicable to projects and facilities
