They are currently developing major natural gas fields in the South China Sea area The project is located some 300 klm south of Hong Kong and is one the largest deepwater projects in the region, With the production of the Wenchang oil field, the landmark Liwan Block 29/26natural gas projects The Production Measurement and Allocation Engineer designs, implements and sets maintenance standards for metering systems for custody transfer, allocation, well/reservoir and emission measurements. This includes primary elements, secondary elements, flow computers, supervisory systems, quality determination equipment (Chromatographs, grab samplers etc) and diagnostics tools. The necessary systems and processes support the volume allocation process to customers, JV-partners, facilities, wells and reservoirs The major responsibilities will include:  Ensuring that acceptable measurement balances are maintained  Accountable for compliance with corporate and regulatory measurement requirements  Verifying metering equipment calibration reports, updating equipment and/or range changes, verifying proper tagging of equipment, and ensuring the master meter list is current.  Assisting in the maintenance and development of measurement processes and procedures  Ensure PM schedule is reviewed for compliancy as per regulatory requirements and industry standards, and meters are calibrated in the appropriate quarters.  Provide d flow ranges and sample analysis for crucial plant and field meters within the Rainbow DCS and SCADA systems.  Relay ongoing issues or s regarding Corporate MIP to the area, as well as provide documentation to Corporate Measurement team involving area status on the various EPAP themes.  Provide technical assistance regarding range changes, plate changes, and equipment changes to process metering equipment.  Manage and Rainbow Measurement Schematics  Provide the Rainbow Lake Engineering group with measurement design support on all projects.  Assist with the development of all third party sales agreements.  Act as a Representative Witness in all third party sales metering calibrations and verifications, Cross Border metering calibrations and verifications, and Custody Transfer metering calibrations and verifications.  Initiate and/or participate in various measurement related audits throughout the year.  Troubleshooting and making recommendations for the resolution of measurement problems  Assisting in resolving AER /OGC audit issues  Must have Mandarin speaking Qualifications Our ideal candidate will have the following qualifications:  Technologist diploma (Instrumentation or Chemical) recognized by ASET, or engineering degree recognized by APEGGA  Familiarity with AER/OGC measurement requirements and API MPMS  Minimum 5 years of measurement experience preferred  Production accounting, process, and instrumentation experience considered a strong asset  Familiarity with oil & gas facilities and equipment  M S Flow calculation / sizing software  Strong problem solving skills  Ability to interface with field operations staff and business unit representatives to resolve issues in a safe and expedient manner  Strong aptitude for working with computers and ability to learn new applications is essential  Proven skills in effectively managing multiple tasks and changing priorities, often under pressure and within time constraints  Excellent team player with the ability to work collaboratively with others  Strong interpersonal and communication skills  Self-motivated with a positive attitude  Ability to perform all tasks independently This position would suit a PRC national working in the field and wishing to return to China.
