CNOOC and Shell Petrochemicals Company Limited has been established as a Chinese Foreign Equity Joint Venture Company4>职位描述: Principal Accountabilities： Project Engineer is responsible for all aspects of project execution for projects at CSPC after project is approved by AFC committee. 1. Support to MFT technologist and others for feasibility assessment or studies and AFC submission preparation. 2. Cost estimates for economic evaluation, justification and contract award with support project control engineer 3. Develop project execution plans, schedules, procurement and contracting strategies for assigned projects. 4. Coordinates and oversee design office or design institute in detailed design and engineering work for projects to support procurement and construction schedule 5. Coordinate with CSPC process engineer, discipline engineer, operation representative for conducting PEFS review, HAZOP and PSSR 6. Coordinate with CSPC FNCP for procurement and contracting for project materials and construction. Raise WO and PR for project material purchase, and construction requisition. 7. Write construction scope of work, list IFC drawings and engineering documents, list project specifications and CSPC free-issued materials, and compile such as construction tendering package to FNCP for making the official tendering document 8. Coordinate and organize discipline engineer to do technical review or evaluation for vender proposal of equipment or material, and assist FNCP for commercial evaluation 9. Coordinate and organize technical evaluation of construction bid, and assist FNCP for commercial bid evaluation 10. work with FNCP to prepare TB submission for contract strategy or PO or contract award 11. Coordinate with FNCP for material delivery to meet project construction schedule. Coordinate with construction coordinator and CSPC inspection engineer, and CSPC Technical Warehouse for material receiving, inspection, and issuing to the construction contractor. 12. In ge of project construction with support construction coordinator, Monitor construction contractor performance to comply with HSE requirement and construction contract 13. implement and complete project within approved budget, schedule, and quality 14. Assist where required, in contacts with the authorities for permit applications 15. Responsible for proper project closeout on assigned projects, and archive of project as-built documents construction contractor, and support design office to electronic documents 16. Responsible for following related CSPC procedures. Qualifications: 1. Educational background: University degree in engineering or project management 2. Work experience: Minimum 10 years of project engineering experience in design procurement, and construction. Experience of working or leading in turnaround projects at petrochemical plants or refineries is essential Familiar with Chinese standards in engineering and design Knowledge and understanding of design and construction practices at a manufacturing plant. Familiarity with operations or maintenance practices. 3. Language proficiency: Able to communicate in English and Mandarin, verbally as well as in writing. English level CET 4 or equivalent. 4. PC skills: Proficient in PC skills. Able to use Microsoft project to make project schedule This is a temporary position till March 2016
